In the construction of the circumcenter, why do you only need to construct two perpendicular bisectors, and not all three?

because all 3 perpendicular bisectors meet at the same point and you only need to lines to figure out any point of intersection

you could do all 3, but you'd be more efficient just picking 2 and find the intersection between them
