4 are the spiral bands. I'm not sure about 3. A storm surge is caused by a hurricane and deals with rising water levels its not really a part of the hurricane itself.

It has to do with the coriolis force. The spinning of the earth gives hurricanes more momentum and force.

The winds from hurricanes are obviously incredibly strong. These winds are so powerful they literally push water so much that it piles up, land stops the water from dissipating in other directions, which causes the massive rise in sea level. The most common problem that happens with storm surges is flooding.

and my finally question is Explain what the difference is between a hurricane watch and hurricane warning.

Watch means it is possible for hurricane weather withing 36 hours. Warning means hurricane winds of at least 74mph are expected within 24 hours.
