3 is true. 1 and 2 are almost more opinion or logic based and the answers might be specific to whatever class or book the questions come from. I would say that 1 and 2 are true from logical standpoints. Although, in 2 there could be new technology that comes out helping to diminish noise so its always a possibility that noise pollution can be reduced.
