Well, I don't know much on the subject but I believe it's a reference to a speech by President Eisenhower.

Could have just googled this one really easily - The speech was given on the 5th of January 1957. Supposedly had some special message to the Congress on the situation in the Middle East. I would just google it for more info :D & No problem.
