Could someone help me out on this one...? Pleeease..? How was James I's rule of England similar to Peter the Great's rule of Russia? Both reduced the size of their empire. Both increased their own power without approval by other government entities. Both relied heavily on the opinions of their subjects when making decisions. Both enacted policies that decreased taxes.
