It was an agreement between then US President Roosevelt and then British Prime Minister Churchill setting out the basic aims of the US and Britain as allies in WWII fighting against Nazi Germany and it's allies. It was 'secretive' because it was agreed on in August 1941 and the US didn't officially enter the War till Dec. 1941. http://answers.yahoo.com/question/index?qid=20120403224516AAuWSyg
