Bags of pop-and-serve popcorn are popped, one bag at a time, in a microwave oven. Each bag takes 3 1/2 min. How many bags can be popped during a 30- min period?

If you are saying 3 1/2 is 3.5 then you would have to divide 30 by 3.5.
Or if you are saying 3 1/2 is 3.30 ( because half of 1 minute is 30 seconds ) then you would just divide 30 by 3.30 :)
