the rule for this game is that the inequality doesn't change whether you add the same things on both side of inequality or not.

well to get 1b on only one side, i would add -14b first then it it will make -5 + 0 <= -4 + b
then i will add 4 in order to get rid of -4 on right side. then the inequality is, -1 <= b
simle as that. always keep in mind what you want to out
