Why did Stalin decline to participate in the Marshall Plan? Stalin understood that the Marshall Plan would never succeed in reconstructing Europe. Stalin felt that the Marshall Plan was just an attempt to deprive Russia of its gains. Stalin knew that the Marshall Plan would only empower France and Britain. Stalin believed that the Marshall Plan would restore Germany and make it a threat again

Yes it's answer D. Stalin did not like the plan due to the amount of aid going to Germany.

He also thought that it would endager the USSR's influence in Western Germany. This goes back to a larger issue of Communism v. Captitalism with the USSR v. USA. The Soviet ambassador in the United States was concerned about this leading to the creation of an anti soviet union bloc and warned Stalin against it.
