By common ratio, the question is asking what is the multiply/divider for each pair of terms as you go to the right. In other words, what do you multiply or divide 27 by to get 9? It's the same as what you multiply or divide by to go from 9 to 3, etc.

So, to make it a little easier:
(27) times (x) = 9
And all you have to do is solve for "x".
Because that is the same as solving:
(9) times (x) = 3
