After World War I what action did the international community take in response to the new weapons of warfare? Trench warfare was banned. Atomic warfare was banned. Chemical warfare was banned. Unrestricted submarine warfare was banned.
Chemical Warfare was banned. The chemicals used in WWI (mustard gas being a big one) left so many soldiers dead and disfigured that when the public found out what this was really doing to the soldiers they were so horified that they forced their governments to ban this practice. This is why today you don't see huge clouds of mustard gas and agents like it floating across battlefields. The gasses were remembered for at least 20 years after the war was over because when WWII started, gas masks were a maditory part of the soldiers uniform.
Heck, even in the london raids... civilians were issued gas masks in case gas was used again.
