It's simple, really. 

REINFORCED means REWARDED. 

So, the rat is given a REWARD, 
for responding to GREEN lights. 

But the rat is NOT given a reward, 
for responding to RED lights. 

Because of this, 
the rat will eventually learn to respond only to GREEN lights. 
Because it wants the reward.
