Does the United States have two separate policies to address similar problems in different regions of the world? Is the ethnic cleansing in Europe (Balkan region) different from that of Central Africa (Burundi/Rwanda)?

Cleansing differs, because in Balkans it was based on religion (Islamic/Orthoidox) while in Central Africa it was based on ethnicy.
