Which term describes the powers that the Constitution does not grant to the National Government and does not, at the same time, deny to the States?

Not A: Exclusive powers are the ones exclusively for the Federal government. Not B: Reserved powers, under the Tenth Amendment to the United States Constitution, powers that the United States Constitution does not give to the federal government, or forbid to the states, are reserved to the states or the people So C or D. I'd say C, but I'm not sure.
