I think its individual citizens because the definition of public policy is a governmental attempt to address a public issue. We the people have the greatest impact because we petition, speak, and protest. We shape it because we are a free country and we the people have more say, or we are supposed to have more say. We stand out in front of the congressional buildings and protest, we sign petitions, and we make speeches. And when they do address the issue and its passed by congress we vote on it. If we don't like it we vote against it.
