\[SA=2 \pi rh+2 \pi r^2=2 \pi r(h+r)\]Where r = radius and h = height. Here our r = 4 and h = 12.4. Simply plug in these values in to the equation to find the surface area:\[SA=2 \pi (4)(12.4 + 4)=8 \pi (16.4)=131.2 \pi \approx 411.968\] Rounding it off gives 412 cm^2.
