rapid changes in political leadership.. ex: after WWII the US occupied Japan.. essentially disarming the country and enforcing a Constitutional - Liberal Democracy. General MacArthur dismissed the  previous Emperor and implimented New Democratic leaders..even prosecuting the previous leaders of the Emperors regime. Americans actually wrote the New Japanese Constitution..in 6 days..and no amendments have been made to it .
