When you say an improper fraction, are you just referring to a fraction where the numerator is larger than the denominator, yes?

In which case that's nothing to do with the decimal. If the number is larger than 1 then it will be an improper fraction

A proper fraction just means that the number is less than 1 but greater than or equal to 0
