by any chance can you explain what row equivalent means?

I think it refers to a system which an be switched and have the same row space.

a system is row equivalent if you can get from one to the other using elementary row operations. Having the same number of rows is a necessary condition but don't think it's necessary to say they are row equivalent on just those conditions.

and you need to be able to solve them with the 3 elementary row operations

Yep! If they have the same solution set, they both reduce to the same matrix in reduced row echelon form and since row operations are reversible, yo can then reverse one set of these to get from one matrix to the other by row operations and hence row equivalent.
