Which of these is not a conservative force and does not have a form of potential energy connected with it?

the force exerted by a spring gravity friction the force between two electric charges

This is easy.. imagine a scenario in which a particle is being exerted a force of each kind.. and see what happens.. gravity is the easiest.. . imagine throwing a ball upwards.. its k.E decreases.. and finally becomes zero.. but the particle recovers that energy while descending.. so .. K.e was converted to P.e.. hence gravity is a conservative now imagine.. what would happen when a particle is in motion attached to a spring, is in motion on a rough surface, and in motion inside an electric field
