ok well you have to look at what a democratic society is..... it means the people have a voice in what happens..... therefore in order to oppose or agree with what someone believes you must be able to say what you want.... it is very improtant.... becasue once free speech is silenced (cough cough obama) then we are no longer a democracy

i wouldnt think so..... but if there is a time.....my best guess is during marshall law which means the government is in control of everyone and that is to restore order in case of natural disasters and heavy rioting
