Treat it as if it were not an inequality for a moment: - add - divide (don't forget to switch the sign. this is done when dividing by a negative number) That will be your new function.

-7y - 17 > 11 (add 17 to both sides) -7y - 17 + 17 > 11 + 17 (combine like terms) -7y > 28 (now divide by -7 to get y by itself) -7y/-7 < 28/-7 (when dividing by a negative, the inequality sign changes) y < - 4 <==answer Are you graphing on a number line ? If so, there will be an open circle on -4 with shading to the left.
