well you can do it this way

$$\frac{(8.4 \times 10^{10}) \times 10^2}{-7 \times 10^9}$$

which is like saying 

$$\frac{84 \times 10^9}{-7 \times 10^9} \times 10^2$$

which leaves 

$$- \frac{84}{7} \times 10^2$$

which is 

$$-12\times 10^2... or... -1.2 \times 10^3$$

how did you get 10^2

I moved the decimal point 1 place to the right in the number 8.4   to get 84  ... which is the same as multiplying by 10...
