Programmers already developed many integrated development environment (IDE) software using Java, C++, Visual Basic, etc.  These software allow you to design your own web browser or any application.

Are you trying to create a WEB BROWSER or a WEB SITE? If you want to create a WEB BROWSER, you might need to understand software codes, such as JAVA. I currently do not know of any software that helps you build WEB BROWSERS. On the other hand, if you want to build a WEB SITE, you will need to understand HTML code. Of course, software provided by ADOBE, such as DREAMWEAVER, will help you build WEB SITES.

Of course you can, why you would not too sure...

Anyways in JavaFX there is a WebView mode where you can view webpages inside.  You could technically create a browser fairly easy with that.
