Yes. It is true. All squares are parallelograms. A parallelogram is simply a four sided figure in which each pair of opposite sides run parallel to each other. Therefore, all squares are parallelograms, but not all parallelograms are necessarily squares. Rectangles are parallelograms, but they're not squares. Also, if you take a square or rectangle and "slant" two of the opposite side lines so that the interior angles are something other than 90 degrees each, it's still a parallelogram as long as each of the angles in opposite corners are equal
