If the second triangle is smaller, then 6 inches, because 18 divided by 3 is 6.

Let the sides be 3, 6, 9. A perimeter of 18. If the ratio is 3:2 then just muliply each value by (2/3). Which would be 2, 4, and 6 which total up to 12 inches.
