A list of numbers has an average of 48 and an SD of 12. The list is transformed by subtracting 3 from each entry and then dividing the result by 5. what would be new SD of transform list?

Consider that subtracting 3 from each would just simply lower the average by 3, but the separation between numbers would still be the same distance apart, meaning your standard deviation would be exactly the same. Dividing each number by 5 would then cause the numbers to all be much more closely placed, meaning the deviation between them also decreases.
so what would be exact SD?
