Erm... As far as I know, no agreement was the end of the Cold War. AS far as I know, the end of the Cold War was in 1991 when the Soviet Union collapsed.

That didn't end it! The Warsaw pact held the Union together, and NATO's mission was to keep "the Allies safe, the Germans down, and the Soviets out" !!
