This is geography @vvfootball78  there is no physical quantity that we can manipulate therefore not physics. Im sure if you google the different wind names then that will indicate to you their direction and thus which one will aid you.

And common sence dictates that horse latitudes have nothing to do with winds and neither do jet streams as these are created by jets and not nature. therefore your choice lies only with C and D. Now determine in what direction NY lies from LA and you will have your answer.
