Why do users of OPEN STUDY post non-questions and/or incomplete posts even though posting guidelines require it to be a complete question?

Because some people are too lazy to write out the whole question, and they don't read the guidelines. Honestly, in a perfect world, everyone would post on topic questions. But It isn't a perfect world. So sadly, stuff like this will happen. ☺
I think they post an incomplete question and surf in the internet so they forget that they already posted a question here. Let's just say there careless.
the ask a question box is like sending a twit .... limited character length
not that that accounts for the non questions ... but its a reason why a copy/paste might fail
