They move the least when the water is in the solid state (i.e., when it's ice).
Think of the energy levels; heat is a form of energy, and if cells have a lot of energy (in the presence of heat), they will be moving around a lot. Like humans.. we do a lot more things when it's warm out. We tend to stay home when it's cold out (I'm exaggerating for the analogy).
