In a community, you have the leader, the councils and the citizens. In a ship, you have a captain, officers, and sailors. What this quote is trying to say is the the community is like a ship, leadership represents captains, officers represent councils, and the sailors represent the citizens. As it says in the quote, "A community is like a ship, everyone ought to take the helm." If people thinks the leaders are the only people who take control, that's false, all the people can take parts of taking control just like how people work/controls the ship is the same on how we work in our community.
