What is the plant tissue responsible for limiting water loss?

The tissue that transports water in plants is called Xylem. The factors that do not allow plants to lose water is a layer of cuticle on the under surface of its leaves, that doen't allow water to escape.

But cuticle ain't a tissue, it is merely a layer of lipoid material. You can't call it a tissue. Isn't that so? If i am wrong, then tell me.

You are right. The epidermis secretes the cuticle.
