frame of reference is basically how or what is the observer doing for example if you are at rest and you are observing something then.. the frame of refrence is rest if you are in motion.. the frame of reference is in motion..

Imagine tossing a coin while being on a moving train. The motion of the coin relative to the coach is different from its motion relative to the ground. The train coach and the ground are 2 different frames of reference.

If you are standing on the surface of the Earth and a car drives by. If the car has a passenger tossing a ball vertically, the observer (you on Earth) and the passenger are in different frames of reference. You see the ball take a parabolic arc (from Stationary Earth) while the moving reference frame sees the ball take a vertical path. Two different frames of reference, two different [valid] views of the event (the tossing of the ball)
