Okay, so this question will become easier once you understand exactly what it's saying. When the surface of the soil is frozen, most plants die because they cannot get water and nutrients from the soil because their *structures* hint hint are too short to get past the frozen layer. What plant structure brings nutrients and water to the plant from the soil? Once you answer that, you will be able to answer this question. :D
