depends. what angle the surface is with relation to the gravitational source? is the surface permeable? are there any other forces, friction?

Yes it does, however it depends on what material you are referring to. If you notice, gravity is a force that pulls objects downward. Any object or material that parallels the direction of gravity will move, or eventually move over time. So, any surface material will move.
