You move around the numbers, that is all. So this would be the commutative property.

Yep, in the commutative property you just move the numbers around. The distributive prop would require you distributing which doesn't occur here. The associative prop would require you to group the numbers, but that doesn't occur either. You only move the numbers around and switch their original order, making this commutative.
