just dividing each term in numerator by 3x^4 then simplify (15 x^7-2x^5+12x^4 -3)/(3x^4) = 15x^7/3x^4 - 2x^5/3x^4 + 12x^4/3x^4 - 3/3x^4 = 5x^3 - (2/3) x + 4 - 1/x^4
