What do you mean that you can't reply to the message? Are you blocked or something..?

if you are blocked by that person, then you won't be able to reply him/her.

WheI go up to helittle mail icon and push it and then I go to the reply icon and push it I can not reply to ANYBODY

then it might be problem with the account..
refresh page or restart browser or relogin
see if the problem still persist....
