I could be wrong, but it makes more sense to me that genes only expressed occasionally are said to be switched off. Not on.

OpenStudy (dean.shyy):

To switch on, the gene must be express fully. So, occasional expressions does not mean it is switched on because there could be inhibitors who have switched them off. It should be false.
