Given b = 2 and h = 8, what is the equation of the graph if the parent function is y=√(x)?

I can't be sure unless you what b and h actually represent. I looked this up and couldn't find anything useful on b and h... provide more info if you have any, on what b and h actually are (vertical, horizontal translations etc.). assuming b is a horizontal translation and h is a vertical translation, \[ y = \sqrt{x - 2} +8\]
