Which was an American reaction to the beginnings of war in Europe in 1939? The United States offered Europeans many more opportunities to immigrate. Congress encouraged the League of Nations to provide assistance. The United States began mobilizing troops in anticipation of entering the war later. Congress passed five neutrality laws to stress its policy of isolationism.

Congress stressed isolationism and passed five neutrality laws. As freedom,democracy,and the cause of Good versus Evil weren't apparently sufficiently good reasons to fight for in themselves - until the USA was itself attacked.
