when a company says we disinfect water through electrolysis, how could this happen? I mean I know they have Cathode and Anode, but what is the medium, is it water or something else ? And is there a way to describe the process please?

Practically all natural waters have some salt dissolved in it and the presence of di
ssolved salts affects the
electric conductivity of water. 
that is the medium i think the formed Cl2 may kill all the microorganisms in water

So how does the process of the waste water treatment start? Does is it start through bringing dirty water in a container where we can pass DC, and waiting for Hydrogen an Oxygen to be separated and then collect them together in a separated container?
