Does anyone know whether to use the present tense or past tense when referring to an authors statement? Is it "smith claims" or "smith claimed" thanks

OpenStudy (uri):

I think we use *Smith claims*

You can use both depending on what tense your essay, paragraph, or sentence is. For example, if that person is deceased, you would use the past tense form.
