C is the answer. If you use 1 inch to equal 2 feet, then the model would be 9 inches tall -- cause 18 divided by 2 is 9.

If you use D for 1 inch = 3 feet, then the model would only be 6 inches tall (18 divided by 3)... and each other answer keeps giving you smaller results.
