A formula is not necessarily an equation. In mathematics, it would be, but a formula can also be a rule. Applying a rule may not even use an equation. On the other hand, in other areas of study, it is surely not. In such case, a formula would be more like a recipe.

To be an equation the mathematical expression just need an equals sign
for example   $3=1+2$ is an equation

A formula is equation used to define some term, in terms of variables 
for example the formula for finding the area of a rectangle is  $A=ℓh$
where the variables $\ell$ is the length and $h$ is the height

Every Formula is an equation but every equation is not a formula :) formula is something definite and yields an outcome , thus equating to a number.
