ok but then it ends up L/24= F but is that the answer?
yes because it is asking you to solve for F, its the same process as getting an equation into slope intercept. usually you would write it with the variable first like this: F=L/24

find the percent of change for one year and then multiply it by 20 to get the 20 years.

So could i just multiply 100 by 25 and divide it by 44 to get 56.81%
