I wouldn't use integers as the domain, it makes no sense to have a negative amount of people cross. Natural numbers is more appropriate

It depends on the way they defined natural numbers :) Some define it as {0, 1, 2, 3, ...}, others define it as {1, 2, 3, ...} They probably defined it as {1, 2, 3, ...} and the whole numbers as {0, 1, 2, 3, ...}. In that case it would be whole numbers then but you'd have to check what they see as the natural number set
