well Neptune and inward are the only options for this since its ~31 AU from the sun. 99.999999999999999998% of things in the solar system are radioactive (even you) 4.6 GA dates it to the Hadean, thus being the beginning of our planet (as we know it). I feel like if this is an "element" then the question is incorrect because of that last bit... nowhere close to our sun had an atmosphere 4.6 Billion years ago....

also, you can eliminate all the asteroids / comets as well as Mercury and the sun because they dont have atmospheres
