Where did President Hoover think people who were struggling during the Great Depression should get help from? (HINT: you should have two answers here)

Hoover felt that assistance to struggling people should be provided at a local, voluntary level, rather than a federal one. In his 1930 State of the Union address he said that "Prosperity cannot be restored by raids upon the public Treasury."
